Department Duties, Authorities, and Responsibilities

To monitor the legislation related to the department’s fields of activity and to fulfill the legal requirements within the designated timeframes.

To carry out follow-ups and necessary procedures with other administrations and finalize related processes.

To conduct its activities in accordance with the strategic plan, annual performance program, investment program, and the department’s budget.
-
To perform the necessary work for fulfilling the duties and responsibilities outlined in the Bornova Municipality Internal Control Action Plan.
-
In accordance with the objectives, principles, policies of the Bornova Municipality Presidency, relevant legislation, and directives from the Mayor’s Office, to ensure the opening or commissioning of new zoning roads within Bornova Municipality boundaries, compatible with the current zoning plans.

To ensure the regulation, reconstruction, or repair of streets, avenues, and squares within the municipality’s responsibility area in accordance with relevant legislation and standards, including roads and sidewalks.

To ensure the construction of stair roads, retaining walls, underpasses, and overpasses where necessary for road arrangements, as well as their maintenance and repair.

To take necessary measures to keep roads open to traffic during winter and natural disasters and to prevent or resolve related hardships.

To monitor plans, projects, and construction works carried out by external institutions such as İzmir Metropolitan Municipality, Ministry of Transport, and General Directorate of Highways within district borders, and to coordinate with these institutions.

To review requests from public institutions, official educational institutions, religious buildings, and public-benefit associations within the district, and ensure construction, maintenance, and repair works are carried out in compliance with laws and regulations in line with the Strategic Plan and Mayor’s requests.

To provide necessary tools, equipment, and personnel for the demolition of illegal structures in cooperation with other municipal units.

To monitor excavation and earthwork related to its department.

To ensure follow-up on applications and participation shares related to Article 23 of the Zoning Law.
-
To ensure the construction and commissioning of all buildings used for public service by the municipality (such as service buildings, sports centers, neighborhood houses, volunteer houses, health facilities, cultural centers, etc.).

To ensure the comprehensive maintenance and repair of existing buildings under municipal responsibility.
-
To prepare and implement maintenance and repair programs for artificial turf fields within sports facilities.
-
To construct service buildings, sports facilities, markets, public restrooms, and social facilities in locations specified in the municipal zoning plan.
-
To provide and maintain air conditioning systems for all municipal service buildings and facilities.
-
To provide and maintain surveillance cameras for all municipal service buildings and facilities.
-
To receive and evaluate citizens' requests and complaints and to communicate the results to relevant persons and institutions.
-
To ensure the collection and transportation of debris to dumping sites within the region.
-
To follow up on projects, tenders, progress payments, and payments related to services provided by the department and other municipal units through tender processes, and to carry out supervision duties.

To prepare annual investment programs, draft budgets, submit them for approval, and execute all related work and procedures for approved items.

To produce projects related to public works and to make proposals to the Presidency.

To prepare proposals and submit them to the Mayor’s Office for initiatives with the Metropolitan Municipality concerning the construction, maintenance, and signalization of main arteries, boulevards, and streets assigned to the Metropolitan Municipality under Law No. 5216.

To submit proposals to the Mayor’s Office for initiatives with the Metropolitan Municipality regarding the construction of local and regional parking lots prioritized in the municipal zoning plan.

To handle official correspondence from governmental institutions as well as communications from the private sector.
-
To keep records of the economic enterprise established within the department and to manage administrative and financial issues that may arise.
-
To ensure the implementation of decisions made by the Personal Data Protection Committee concerning departmental operations.
-
To submit application forms prepared by the department and petitions requested from relevant persons to the Personal Data Protection Committee for preliminary control in accordance with the Personal Data Protection Law.

To conduct periodic scanning and destruction of personal data contained in physical files and digital systems.
-
To monitor and implement activities and actions carried out within the scope of the internal control system.
Duties and Responsibilities:

To follow the legislation related to the activities of the Directorate and fulfill legal requirements within the prescribed timeframe.

To carry out necessary procedures and follow-up on behalf of the Directorate in dealings with other institutions.

To conduct activities in line with the Strategic Plan, Annual Performance Program, Investment Program, and departmental budget.
-
To implement the necessary actions to fulfill the responsibilities defined in the Bornova Municipality Internal Control Action Plan.
-
Under the principles, policies, and directives of the Mayor and in accordance with the current zoning plans, to ensure the construction or opening of new zoning roads within the borders of Bornova Municipality.
-
To ensure the design, construction, or renovation of roads and sidewalks in accordance with relevant regulations and standards within municipal responsibility areas.
-
To ensure the construction and maintenance of stairways, retaining walls, underpasses, and overpasses where terrain requires.
-
To ensure and enforce necessary measures to keep roads open to traffic and address grievances during winter and natural disasters.
-
To follow and coordinate with external institutions such as İzmir Metropolitan Municipality, the Ministry of Transport, and the General Directorate of Highways regarding plans and construction projects within the district.

To evaluate and, where lawful, implement construction, maintenance, and repair works requested by public institutions, official schools, religious structures, and non-profit associations in accordance with the Strategic Plan and directives of the Mayor.

To cooperate with other municipal units in providing necessary equipment and machinery for the demolition of unauthorized structures.
-
To supervise excavation-related activities relevant to the Directorate.
-
To follow the implementation and participation fees as per Article 23 of the Zoning Law.
-
To carry out or ensure the construction of all municipal buildings (such as service centers, sports facilities, community houses, volunteer centers, health units, and cultural centers).
-
To carry out or ensure the full maintenance and repair of existing municipal buildings.
-
To plan and implement the maintenance and repair of artificial turf fields in sports facilities.
-
To construct service buildings, sports complexes, marketplaces, public toilets, and social facilities at the locations designated in the Municipality's Zoning Plan.
-
To procure and maintain air conditioning systems in all municipal buildings and facilities.
-
To procure and maintain surveillance systems in all municipal buildings and facilities.
-
To receive, evaluate, and communicate citizens’ requests and complaints to relevant persons and institutions.
-
To ensure the collection and transportation of construction debris to designated dumping areas.
-
To supervise and manage project and tender procedures, progress payments, and controls related to services provided by the Directorate and other municipal departments via tenders.

To prepare annual investment plans, draft budget proposals, submit them for approval, and execute approved plans and tasks.
-
To develop projects related to public works and make recommendations to the Mayor.
-
To prepare proposals for the construction, maintenance, and signaling of main arterial roads under the responsibility of the Metropolitan Municipality, in accordance with Law No. 5216.

To submit proposals for the prioritized construction of local and regional parking areas designated in the Municipal Zoning Plan, to be handled by the Metropolitan Municipality.

To manage incoming and outgoing correspondence with official institutions and the private sector.

To prepare vehicle registration documents.

To keep records for any economic enterprise established under the Directorate and handle related administrative and financial matters.

To ensure the implementation of decisions taken by the Personal Data Protection Committee regarding departmental activities.
