Duties of the Directorate – ARTICLE 6

The Directorate, which operates under the authority of the Mayor, is responsible for the following:

a) Ensuring the implementation of the decisions taken by the Personal Data Protection Committee regarding the operations and processes within the Directorate.

b) Submitting application forms prepared by the Directorate and petitions requested from related individuals to the Personal Data Protection Committee for pre-approval in accordance with the Law on the Protection of Personal Data.

c) Carrying out periodic scanning and destruction of personal data contained in physical files and digital systems.

d) Monitoring and implementing actions and activities carried out within the scope of the internal control system.

e) Representing the Municipality as a legal entity by proxy in judicial and administrative courts, enforcement and bankruptcy offices, and arbitration proceedings, where the Municipality is a plaintiff or defendant, to protect its rights and interests; initiating and participating in lawsuits, conducting and following up on enforcement proceedings, submitting necessary defenses and evidence, and concluding lawsuits and enforcement/bankruptcy procedures.

f) Responding to legal opinion requests regarding issues encountered or interpretations of legislation during the execution of duties or exercise of powers by the municipal council and directorates.

g) Carrying out administrative tasks and procedures related to the routine operation of the Directorate.

h) Utilizing the budget allocated for the execution of judicial and administrative duties, making expenditures, and preparing the necessary expenditure documents.

i) Performing other legal duties assigned by the Office of the Mayor.

In legal matters or disputes where the Municipality is a party and which require legal expertise, consultancy services may be obtained from University Faculty Members and Academicians through service procurement in accordance with the legislation.
