Mayor Eşki: “We are committed to accountability and transparency”

Bornova Municipality has taken a significant step in line with the Public Internal Control Regulation published in the Official Gazette dated March 5, 2025. By establishing the Internal Control Monitoring and Steering Committee, the municipality has officially launched its compliance process aimed at ensuring the effective, economical, and efficient use of public resources.

The first committee meeting was held in the Council Hall of the Nevzat Kavalar Cultural Center and was chaired by Mayor Ömer Eşki. The meeting was attended by all committee members, with full representation from every municipal department.

Bilal Kırkan, Head of Internal Audit, delivered a presentation detailing the role and responsibilities of the internal control system in municipalities under the new regulation. He stated:

“The new regulation provides a strengthened framework for financial transparency and accountability in public administration. The internal control system serves as a strategic safeguard not only in financial matters but also in ensuring quality, consistency, and risk management across all administrative processes. Bornova Municipality’s proactive and determined approach to this transition is highly commendable.”

Action Plans in Preparation

The meeting also included information on the Internal Control Compliance Action Plan and the Risk Action Plan, which will be developed in parallel. Coordination of both plans will be handled by the Directorate of Strategy Development. During this process, the Internal Audit Department will provide comprehensive training and consultancy support.

“We will build greater trust in public service”

Bornova Mayor Ömer Eşki evaluated the initiative as follows:

“We are fully aware of our responsibility to the people of Bornova. The internal control system will strengthen our institutional memory, ensure more effective use of our resources, and allow us to deliver higher-quality services to our citizens. This process is not only a legal obligation, but also a path to deepening public trust.”
