Department of Parks and Gardens – Job Description

According to Article 14(a) of Law No. 5393 on Municipalities, which outlines the duties and responsibilities of municipalities:

“The municipality shall carry out or have carried out afforestation, parks, and green space services.”

In accordance with this provision, the Department of Parks and Gardens is responsible for establishing new green areas, parks, and playgrounds either directly or through tendering processes. It is also responsible for the maintenance and sustainability of existing parks and green spaces, either through municipal teams or outsourced services.


Legal Basis

This regulation is prepared based on Article 15/b of Law No. 5393 on Municipalities, dated July 3, 2005.


Fields of Activity of the Department of Parks and Gardens

  1. To identify, design, and implement areas designated in zoning plans as recreational parks, children's playgrounds, sports areas, pedestrian zones, and green spaces, or to have them implemented via tenders.

  2. To carry out afforestation activities in parks, green areas, afforestation zones, sidewalks, and medians.

  3. To maintain and repair existing green areas and parks (pruning, form shaping, weed removal, pest control, fertilization, cleaning, irrigation, etc.) directly or through tender.

  4. To expand nursery and greenhouse areas for future greening efforts, and to grow or purchase new plant species.

  5. To prune necessary trees located on sidewalks, roads, and park areas, to cut down dead or hazardous trees, and to plant new ones.

  6. To relocate trees when necessary using tree transplanter machinery.

  7. To evaluate and resolve written and verbal requests submitted to the department that fall within its authority and comply with applicable legislation.

  8. To conduct or commission agricultural pest control to protect trees, shrubs, ornamental plants, and flowers within its jurisdiction.

  9. To identify and procure all types of construction and facility materials, tools, and equipment necessary for the annual green space implementation plan.

  10. To raise public awareness about environmental consciousness.

  11. To assign technical staff of the department to serve as expert witnesses in legal matters related to the environment.

  12. To ensure procurement of goods and services through tenders for use in operations within the department’s scope.

  13. To design and implement decorative elements (e.g., flower beds, fountains) for city aesthetics, or to have them implemented via tender.

  14. To assist public institutions and organizations upon request, within the framework of the department's ongoing projects.

  15. To install and maintain park lighting systems.

  16. To procure and install security camera systems in parks.

  17. To maintain or have maintained the turf field of the Bornova Aziz Kocaoğlu Stadium.

  18. To respond to citizen requests for services on private properties such as tree pruning, cutting, branch removal, pest control (including Phoenix palm trees), palm disposal, tanker irrigation, and aerial lift vehicle rental, in return for a service fee in accordance with municipal council decisions.
