Duties and Responsibilities of the Human Resources Department
a) Receiving and evaluating personnel requests from municipal departments.
b) In accordance with relevant legislation and departmental demands, recruiting civil servants, acting civil servants, contracted staff, and workers, as well as employing disabled individuals, terrorism victims, and former convicts within legally permitted quotas.
c) Preparing and maintaining personnel files for all employees.
d) Managing all personnel-related processes such as appointments, transfers, records, promotions, adjustments, leaves, reports, asset declarations, promotions/title changes, and other personnel movements.
e) Implementing changes related to employees’ current status and officially notifying relevant parties.
f) Monitoring changes in legislation and collective labor agreements concerning financial, personal, and social rights of employees, and applying them accordingly.
g) Preparing and electronically and/or physically submitting monthly retirement contributions and insurance premium payments to the relevant institutions.
h) Processing salary payments and all other financial rights, including social aid increases, for municipal personnel.
ı) Executing resignation, retirement, dismissal, and death-related personnel processes in compliance with legal regulations.
i) Initiating and improving the orientation process for newly hired personnel to ensure their adaptation to the Municipality and their roles.
j) Preparing and conducting training programs tailored to competency needs during assignment periods, taking departmental requests into account.
k) Developing and implementing career development and succession plans to ensure business continuity.
l) Evaluating employee performance and executing improvement actions based on the outcomes.
m) Planning and carrying out activities aimed at fostering a strong institutional culture.
n) Publishing internal circulars in a timely manner to ensure communication and order within the organization, and monitoring their implementation.
o) Complying with the requirements of municipal personnel performance criteria to be enacted under Article 18/A of Law No. 5393.
ö) Planning and organizing social and cultural activities (e.g., forming clubs, excursions) to boost employee motivation.
p) Preparing and processing compensation for the Mayor and Deputy Mayor, as well as attendance fees for Council and Executive Committee members.
r) Carrying out operations of the Municipal Ethics Committee in accordance with Law No. 5176.
s) Ensuring the placement of interns from vocational high schools, vocational colleges, and universities based on requests and available quotas.
ş) Managing the services of the Municipality’s "Joint Occupational Health and Safety Unit" and, when necessary, employing Occupational Safety Specialists and Workplace Physicians, and processing their payments.
t) Processing requests for official documents such as Service Certificates and Special (Green) Passports.
u) Establishing a Housing Commission in accordance with Law No. 2946 on Public Housing and related regulations, and managing the allocation of rank/position-based municipal housing units to eligible civil servant personnel.
Within the framework of the applicable legislation, managing all processes related to the salaries, personal rights, and training of civil servants, workers, and contracted personnel employed by Bornova Municipality, as well as handling all affairs of former employees who have left the municipality for various reasons.
