Operating Principles and Service Framework


Home Care Service – Operating System

The Home Care Service of Bornova Municipality provides healthcare and social support services to residents living within Bornova’s boundaries who require health and social assistance in their home environment.

Delivered in line with the principles of social municipal governance, the service includes community health protection and improvement practices, as well as individual and family health education provided by healthcare professionals.

The primary objectives are to:

  • Improve individuals’ quality of life

  • Protect and maintain health

  • Support participation in daily living activities

  • Encourage active family involvement in the care process

  • Strengthen social support systems

Scope and Responsibilities

  • Caregivers of bedridden patients are informed about preventive measures to avoid pressure sores (bedsores), and individualized training is provided to improve patient comfort. Post-operative dressing appointments are scheduled when necessary.

  • Hospital procedures (injections, IV infusions, catheter insertion, colostomy bag replacement, etc.) are not performed.

  • As there is no physician on the team, medication prescriptions cannot be issued.

Dental Health Service – Operating System

Within the scope of Preventive Public Health, Bornova Municipality provides oral and dental health assessment and informational services to residents living within municipal boundaries upon application, without age limitation, at its clinic.

Educational programs are organized in schools, municipal course centers, and activity centers to increase public awareness of oral and dental health.

Following medical history documentation and consent procedures at the clinic, appropriate referrals are made when necessary.

Services Provided

  • Group and individual oral and dental health education

  • Dental surface cleaning

Not Provided

  • Fillings and tooth extractions

  • Root canal treatment, prosthetic dental procedures, or orthodontic treatments

Patients requiring such procedures are referred to appropriate healthcare institutions.

Nutrition and Dietetics Service – Operating System

This service is available to residents of Bornova aged 18 and over.

Applicants’ Body Mass Index (BMI) is calculated using height and weight measurements. Based on evaluation results, eligible applicants are scheduled for appointments.

Individuals are monitored until they reach a healthy weight through personalized nutrition programs prepared based on blood test results, medications used, and body fat–muscle analysis.

Physical Therapy Service – Operating System

The Physiotherapy Service is designed to provide home-based physical therapy to residents within Bornova who require such support.

The service aims to regulate physical activity, improve mobility, and enhance quality of life through personalized exercise and activity programs. Monitoring and guidance are provided to support healthy living.

Eligibility Criteria

Applicants must:

  • Have a diagnosis from a specialist physician confirming the need for physiotherapy

  • Have difficulty accessing physical therapy centers or be unable to leave home due to disability or mobility limitations

  • Be financially unable to receive services from private or public institutions

Service Framework

  • Eligible applicants are evaluated by the physiotherapy team before receiving home-based service.

  • The program is planned as 10 sessions, conducted twice weekly.

  • No medical devices are used; therapy consists of exercise planning and physical activity regulation.

  • No medication prescriptions can be issued.

Burial Services

In accordance with regulations issued by the Ministry of Health (January 19, 2013) and Law No. 6745 (effective September 7, 2016), funeral services during working hours are conducted by municipal physicians. Death reports outside working hours are handled under the on-call system organized by the District Health Directorate.

Copies of death certificates required for inheritance or pension procedures are delivered within ten (10) days upon request.

For deceased residents of Bornova to be transported outside the city, transfer documentation and coffin sealing are carried out by the municipality during working hours.

Intercity funeral transport vehicle requests are handled exclusively by Izmir Metropolitan Municipality Cemeteries Directorate.

Patient Transportation Service – Operating System

  • Operates strictly by appointment. Reservations must be made 10–15 days in advance.

  • Services are provided under protocol coordination with Emergency 112.

  • Same-day appointments are not scheduled.

  • Patients are transported to hospitals between 09:00–11:00 in sequence.

  • Return transport is provided in the afternoon.

  • The last return trip is at 16:30.

  • Services are limited to residents within Bornova.

  • No intercity transport.

  • No hospital-to-hospital transfers.

  • No companions are allowed inside the ambulance.

  • One relative must be present at the hospital beforehand.

  • During transfer from home to ambulance, one relative may assist.

  • This is a patient transport vehicle, not an emergency ambulance service.

  • Patients weighing 110 kg or more cannot be transported.

  • A patient may be transported a maximum of twice per week.

  • No service on weekends.

Eligible Patients

  • Bedridden patients (paralysis, leg fracture, spinal fracture, etc.)

  • Critical cases must contact Emergency 112 directly.

Patients able to sit or stand with assistance are served by the municipal disability transport vehicle.

Healthy Aging Center

The Healthy Aging Center provides services to individuals aged 60 and over who live alone or with family, aiming to improve quality of life, support psychosocial and health needs, enhance social relationships, and encourage active aging.

Activities are organized three days a week in groups, including:

  • Physical activity sessions accompanied by a physiotherapist

  • Healthy aging education programs

  • Excursions

  • Hobby and skill courses (choir, rhythm workshops, drama, chess, etc.)
