Duties, Authorities and Responsibilities of the Director

To carry out the matters falling within the scope of the directorate's duties and responsibilities in accordance with the instructions of the Mayor or the relevant Deputy Mayor, if any, and in compliance with all relevant legal regulations; to ensure effective, economical, and efficient execution.

To ensure the orderly operation of all units affiliated with the directorate.

To evaluate and approve necessary staff assignments related to all matters within the directorate’s field of responsibility.

To supervise all personnel and work carried out within the directorate, and ensure coordination with staff and relevant departments as required by the nature of the duties.

To establish project working groups, hold meetings, and evaluate the inclusion of outcomes in the activity calendar.

To review and approve, where appropriate, the preparation of the directorate's work and strategic plans, activity reports, performance evaluation reports, and statistical data.

To ensure that internal control activities are conducted in a manner that allows for practical assessment and actionable results.

To prepare the draft expenditure budget for the directorate.

As the authorizing officer, to carry out duties and transactions specified in Law No. 5018.

As the contracting authority, to ensure that all duties and transactions defined by relevant legislation are fulfilled.

To plan both short and long-term tasks within the scope of responsibility, and ensure their timely and effective execution.

To supervise the timely execution of tasks planned under the Personal Data Protection Law.

To supervise the timely execution of tasks planned within the framework of the Internal Control System.

To fulfill other tasks assigned by the Mayor’s Office within the scope of the department's field of activity.
Duties, Authorities and Responsibilities of the Directorate of Culture Affairs and Its Working Principles

To affirm the nourishing power of culture and art over urban life and contribute to urban integration; to organize cultural, artistic, scientific, national, and international events (such as talks, symposiums, panels, conferences, concerts, theater performances, festivals, shows, celebrations, etc.) to increase the sense of unity, solidarity, morale, and joy of life in society. To cooperate with artists, scientists, universities, NGOs, etc., for such events.

To organize scientific events aimed at raising the public’s knowledge and awareness levels.

To support scientific, cultural-social, artistic, and research activities that foster individual and social development.

To organize events and programs on special days and weeks in line with their significance; to support organizations conducting such events and ensure public participation through necessary announcements.

To consider and support (e.g., sound systems, venue allocation, event equipment) requests from citizens, NGOs, public and private institutions regarding events and organizations.

To open hobby and skill development courses for children, youth, and adults to encourage productive use of their free time and help them develop and showcase their talents; to establish new branches and workshops based on citizen demands and develop related projects.

Through library services, to promote reading and research culture, foster library use, and support academic success by encouraging reading habits.

To ensure the maintenance and repair of facilities used regularly for cultural and artistic purposes.

To implement the decisions of the Personal Data Protection Committee regarding the department’s operations.

To submit application forms and petitions prepared by the directorate for the approval of the Personal Data Protection Committee for pre-review under the Personal Data Protection Law.

To carry out periodic scanning and destruction of personal data in physical files and digital systems.

To monitor and implement actions carried out within the scope of the internal control system.
