Zoning Plan Preparation / Plan Amendment

Required documents:

• Petition (Must be signed by all parcel co-owners or heirs, or include power of attorney for all stakeholders)

• Power of Attorney, if submitted by a proxy / Specific POA authorizing the urban planner

• Court-issued Inheritance Certificate (for heirs not yet registered on title deed)

• Application Sketch showing the latest status of the parcel (if needed)

• Current Zoning Status Document

• Receipt of zoning plan amendment fee (as determined by the Municipal Council decision)

• Professional Registration Certificate of the urban planner (for citizen applications)

• 1/1000 Scale Zoning Plan Amendment Proposal

• Zoning Plan Amendment Explanatory Report

• Plan Author Qualification Certificate

• Copy of University Diploma of the planning team (only required for amendments in protected areas)

Note:

1. The title deed owner(s) must have no outstanding debts to the Bornova Municipality.

2. Additional documents may be requested depending on the nature of the proposed amendment, even if all listed items are submitted.

Request for Plan-Based Documents

(e.g., 1/100,000 or 1/25,000 scale zoning status, location selection document, plan sample, parcel marking on the map)

Required for citizen applications:

• Petition, plus:

  • If the applicant is not the deed owner, a Power of Attorney

  • Court decision in inheritance cases

  • ID copy if the applicant is a first-degree relative

  • Authorized signatory circular if applying on behalf of a company

  • Lease agreement if the applicant is a tenant

• Photocopy of Title Deed

• Application Sketch or Title Deed Size Report (if needed)

• Receipt Number of the service-related fee payment

*For non-governmental applications, the system will automatically check for any outstanding property tax debts and the presence of a registered declaration.
