A model project for participatory and inclusive governance

The Bornova Muhtars’ Academy Project, prepared in partnership with Bornova District Governorship, Bornova Municipality, Yaşar University, and Bornova Muhtars’ Association, has received a grant of 200,000 TL from the Ministry of Interior. Starting in November, the project will provide six months of training to 45 neighborhood muhtars, enhancing their communication and leadership skills. Mayor Ömer Eşki emphasized the importance of the initiative, saying, “A strong muhtar means a strong Bornova.”

The project, prepared in collaboration with Bornova District Governorship, Bornova Municipality, Yaşar University, and Bornova Muhtars’ Association, was deemed worthy of support by the Directorate General for Relations with Civil Society of the Ministry of Interior. A protocol was signed at the Governorship for the project, which has been awarded a grant of 200,000 TL.

For the first time in Turkey, the Muhtars’ Academy will be implemented under the umbrella of a municipality, starting in November.

A six-month training program

Coordinated by Bornova Municipality’s Directorate of Muhtarlık Affairs, the project will provide various trainings to 45 muhtars between November 1, 2025, and April 30, 2026. The program will be delivered by the academic staff of Yaşar University’s Faculty of Communication.

The training sessions will cover topics such as:

• Digital Literacy, Basic Computer and Internet Use

• Effective Social Media Management and Digital Communication

• Online Meetings and Data Security

• Public Speaking, Listening and Note-taking Techniques

• Effective Meeting and Time Management

• Public Relations and Effective Communication

• Diction, Oratory, and Persuasion Skills

Additionally, a “Seminar on Good Practices in Muhtarlık and Outstanding Muhtars” as well as a “Meeting of NGOs and Muhtars” will be organized.

Impact on 450,000 Bornova residents

At the end of the project, the goal is to strengthen the individual, professional, and institutional communication skills of muhtars serving in 45 neighborhoods with diverse demographic, socio-economic, cultural, and educational backgrounds—reaching approximately 450,000 Bornova residents. This will ensure more effective, efficient, and healthy communication between muhtars, citizens, public institutions, and local government.
