Closed Bid Procedure - Preparation of Bids:
In the closed bid procedure, bids must be submitted in writing. The bid letter shall be placed in an envelope and sealed. The name, surname, and full notification address of the bidder must be written on the envelope. The sealed area of the envelope must be signed or stamped by the bidder. This envelope, along with the receipt or bank guarantee letter for the temporary guarantee and other required documents, is placed into a second envelope and sealed. On the outer envelope, the bidder's name, surname, full address, and the subject of the bid must be written.
Bid letters must be signed by the bidder and must state that the bidder has read and accepted all terms and attachments of the specification. The offered price must be clearly written in both words and numbers. Bids that do not meet these requirements or contain erasures, corrections, or alterations will be rejected and deemed invalid.
Submission of Bids:
Bids must be submitted to the Directorate of Administrative Affairs to be delivered to the Commission Chair by the deadline indicated in the announcement, in exchange for a numbered receipt. The receipt number must be written on the envelope. Bids may also be sent by registered mail with return receipt. In this case, the outer envelope must include the address of the Commission Chair, i.e., Bornova Municipality Directorate of Administrative Affairs, the subject of the bid, and the name, surname, and full address of the bidder. Bids sent by mail must arrive at the Directorate of Administrative Affairs by the deadline specified in the announcement in order to be considered. Bids arriving late due to postal delays will be recorded and not processed.
Bids submitted to the Directorate of Administrative Affairs cannot be withdrawn for any reason.
Opening of Outer Envelopes:
At the time designated for opening the bids, the number of submitted bids is recorded. Then, in the presence of attending bidders, the outer envelopes are opened in order of receipt to verify that all required documents and temporary guarantees are complete. The receipt number on the outer envelope is written on the inner envelope.
If the documents and guarantee are incomplete or not compliant, the inner envelope containing the bid letter will not be opened and will be returned to the bidder or their representative along with other documents. These bidders cannot participate in the tender.
Opening of Inner Envelopes and Final Offers:
Before the inner envelopes are opened, all individuals except the participants are asked to leave the bidding room. Then, the inner envelopes are opened in numerical order. The bids are read aloud or read by the Chair of the Commission and recorded in a list, which is signed by the Chair and members.
Bid letters that do not comply with the specifications, contain other conditions, or are not in accordance with the last paragraph of Article 37 of Law No. 2886 will be rejected.
In tenders held via the closed bid procedure, the bidding is concluded by receiving verbal or written final offers from bidders present at the session, provided that such offers are not below the highest valid bid.
If there are more than three valid bids, the process will continue with the three highest bidders present at the session, and if there are multiple identical bids among the top three, those bidders will also be included.
The commission may, at any stage it deems appropriate, request final written offers from the bidders present and conclude the tender. This will be recorded in a second official report by the commission.
Documents Required to Participate in the Tender:
For individuals (natural persons):

Temporary guarantee receipt or bank letter of guarantee compliant with Law No. 2886 (Must be in the standard format attached to the specifications),

For representatives, notarized power of attorney and notarized signature declaration of the principal,

Application letter (Must be in the standard format attached to the specifications),

Bid letter (Must be in the standard format attached to the specifications).
For legal entities:

Certificate from the court, chamber of commerce/industry, or similar authority showing registration within the year of the tender,

Notarized circular of signature of the person authorized to represent the entity,
-
For representatives, notarized power of attorney and notarized signature declaration of the attorney,
-
For foundations, associations, cooperatives, federations, or confederations, original or notarized resolution authorizing participation and notarized circular of the authorized person,
-
For associations, notarized copy of the relevant page of the decision book and notarized signature declaration of the authorized person,
-
Notarized copy of the association’s bylaws,
-
Temporary guarantee receipt or bank guarantee letter compliant with Law No. 2886 (Must be in the standard format attached to the specifications),

Application letter and bid letter in standard format attached to the specifications.
For joint ventures:

Notarized joint venture declaration,
-
Each partner must provide the documents listed under sections (A) and (B).
All originals or notarized copies of the above documents must be submitted.
Bids must be delivered to the Directorate of Administrative Affairs of Bornova Municipality to be submitted to the Commission Chair before the deadline or sent via registered mail with return receipt. Late arrivals via mail will not be accepted.
2) For the properties listed in items 14 to 22:
A public auction in accordance with Article 45 of Law No. 2886 will be held on Tuesday, May 20, 2025, at the times specified above, at Bornova Municipality Nevzat Kavalar Cultural Center (Bornova Büyük Park – Bornova Municipality Council Hall). The properties will be leased for three (3) years. The base price refers to the annual rental amount.
Only banks or financial institutions with banking licenses may participate in the tender for properties intended for ATM installation.
Documents required for participation are the same as listed above, depending on the status of the bidder (individual/legal entity).
3) The tender specifications and related documents can be viewed or obtained free of charge from the Directorate of Real Estate and Expropriation during working hours.
4) For the property listed in item 14, VAT will be charged based on the annual rental fee.
5) The Commission reserves the right to cancel or not award the tender.
