Job Description
To ensure the continuity and sustainability of systems across all departments within the functioning of our municipality, it is essential to coordinate all software and hardware currently in use or planned for use within the municipality. This includes ensuring the automation systems are always active and backed up, conducting system analysis, coordinating program software and urban information system data, managing information derived from IT systems, and initiating decision-making processes. The unit also collaborates and coordinates with external organizations.



Fields of Activity

Technical Operations

  • Troubleshooting failures in computers, servers, or network devices (e.g., hard disk crashes, RAM failures)

  • Connecting hardware such as network cards, cables, and modems

  • Ensuring power supplies and devices function properly

  • Repairing damage caused by device drops or physical impacts

  • Fixing issues resulting from software updates, such as errors, crashes, or unresponsiveness

  • Taking precautionary actions and conducting necessary work when the system is affected by malware


Cyber Incident Response Team (CIRT)

  • Detecting security breaches and cyber-attacks

  • Isolating cyber-attacks and minimizing damage

  • Investigating how incidents occurred and their impact

  • Strengthening systems and implementing measures to prevent similar attacks

  • Reporting the analysis and response process related to incidents


Data Center Management

  • Ensuring the functionality, control, maintenance, and security of mainframes and hardware for smooth operation of the management information system

  • Backing up, storing, and securing data

  • Identifying and improving the needs of the server room


Application Software, MIS and EDMS Management

  • Developing e-municipality and urban information system projects

  • Providing IT support for Geographic Information System (GIS) projects

  • Preparing and developing the municipal management information system, and forwarding software development requests to the vendor

  • Managing electronic signature procurement processes

  • Evaluating and acquiring software requests

  • Supporting the development of the municipal website, e-services page, and other applications

  • Managing the Central Registry System for State Organization (DETSIS)


End-User Technical Support

  • Managing the setup, efficiency, control, and inter-unit connections of local and wide area networks

  • Preventing computer viruses that may spread via the internet or other methods

  • Providing and maintaining email services

  • Ensuring secure data exchange between the municipality and collaborating public institutions and organizations

  • Ensuring network structures, protocols, architectures, and security are effective and efficient


Database Management

  • Installing existing databases on server computers and configuring them

  • Performing data analyses, and planning for capacity and performance

  • Identifying the needs for new application software

  • Establishing access security management for databases


SMART CITIES UNIT

Job Description
In accordance with the National Smart Cities Strategy and Action Plan, the unit aims to establish a healthy, comprehensive, and sustainable smart city ecosystem in our city. It focuses on developing technologies and preparing projects to create Bornova’s digital twin.


Responsibilities

  • Researching and implementing technologies used in smart city applications, such as the Internet of Things (IoT), artificial intelligence, machine learning, and deep learning

  • Creating a 3D City Model including: building modeling, terrain modeling, preparing texture maps, and performing optimization work

  • Developing solutions to improve the district’s resilience against natural disasters like earthquakes, floods, and landslides, and ensuring development in accordance with livable urbanization principles in social, cultural, and economic terms

  • Conducting research, monitoring, indexing, and reporting related to Geographic Information Systems (GIS), smart cities, and urban information systems

  • Working on improvements to energy and infrastructure systems controlled by information and communication technologies (ICT), as part of smart mobility programs aimed at increasing residents' quality of life and boosting the local economy
